<P>With two spotlights shining down on him, a sleeveless <a href="/music/artist/usher/artist.jhtml">Usher</a> belted out the first notes of his summer hit, "Climax," at Sunday's <a href="http://www.bet.com/shows/bet-awards/2012.html" target="_blank">2012 BET Awards</a>.</P><P>The R&B crooner stood center stage, wearing all black, save for a pair of hot-colored shoes, and sang the ballad with the electro-beat from his seventh studio album, <i>Looking 4 Myself,</i> in front of a live band. Some wicked, black-and-white animation danced behind him on a large screen that backlit the auditorium.</P><P>This was the first time Usher has performed at the awards show since 2010, where he also sang another ballad, "There Goes My Baby," from his <i>Raymond v. The dance-friendly album was just released last month. "Climax" hit #17 on the singles chart, while second track "Scream" has peaked at #13.</P><P>For his BET Awards performance, the multiplatinum, multi-Grammy-winning R&B singer kept it fairly muted. Save for a few quick microphone movements, he let his vocals dance during the performance. Immigration Minister Jason Kenney is defending the Conservative government?s decision to reduce health coverage for refugee claimants.
Benefits under the interim federal health program, which provides extended health-care benefits to refugees, are to be cut as of Saturday.
After that, refugees will see their health-care coverage limited to emergency services, or if their care is required to prevent or treat a disease that could endanger the public.
Ontario Health Minister Deb Matthews is urging the federal government to reverse its decision to ?significantly reduce? health coverage for refugee claimants.
?In effect, this policy change will create a class system for health care in Canada,? she wrote in a letter to Kenney and Health Minister Leona Aglukkaq.
But Kenney says he doesn?t understand why the provinces are more concerned about providing supplementary health benefits like dental care and eye care to rejected asylum seekers than to their own citizens.
?Their own citizens, including seniors on fixed incomes, don?t get these supplemental benefits,? he told a news conference.
?So why should they be forced to pay for them through their taxes for, for example, rejected asylum claimants? So I think that perhaps some of the provinces who are raising this have put their priority in the wrong place. They should be more focused on their own citizens and residents than people who, in many cases we?re here talking about, (are) effectively illegal immigrants. That is to say, rejected asylum claimants who are under removal orders from Canada.
?The real question is: Why were we providing them with tax-funded health insurance in the past??
And he said extended benefits for refugees are better than those received by most Canadians.
Several doctors released statements on Friday opposing the cuts.
?Why is minister Kenney persisting with interim federal health program cuts in the face of near-uniform opposition from national health organizations and now the governments of Ontario and Quebec?? Dr. Philip Berger, head of family medicine at St. Michael?s Hospital in Toronto, wrote in a statement.
The changes ?have nothing to do with equity and only to do with hurting refugees including pregnant women and their babies,? he added.
Berger said opponents of the cuts plan to continue to dog government MPs across the country to show their opposition.
?The interventions at Conservative MP events across Canada will continue indefinitely.?

The opposition and state media on Sunday both branded an international plan for a transition in strife-torn Syria a failure, as the death toll for a weekend of violence topped 140.
World powers meeting in Geneva on Saturday agreed that the transition plan could include current regime members, but the West did not see any role for President Bashar al-Assad in a new unity government.
Russia and China insisted that Syrians themselves must decide how the transition takes place, rather than allow others to dictate their fate.
Moscow and Beijing, which have twice blocked UN Security Council resolutions on Syria, signed up to the final agreement that did not make any explicit call for Assad to cede power.
Official Syrian media and the opposition Local Coordination Committees (LCC) group demonstrated rare agreement in slamming the outcome.
The meeting "failed," trumpeted Al-Baath, newspaper of the ruling party of the same name.
Syria "The agreement of the task force on Syria in Geneva on Saturday resembles an enlarged meeting of the UN Security Council where the positions of participants remained the same," it said.
The LCC, which organises protests on the ground in Syria, said the outcome showed once again a failure to adopt a common position.
It called the transition accord "just one version, different in form only, of the demands of Russian leaders allied to the Assad regime and who cover it militarily and politically in the face of international pressure."
Burhan Ghalioun, a senior member and former head of the opposition Syrian National Council, told pan-Arab television Al-Arabiya that "this is the worst international statement yet to emerge from talks on Syria."
According to the SNC's official Facebook page, he described the plan as a "farce."
Ghalioun called a "mockery" the notion that Syrians should negotiate with "their executioner, who has not stopped killing, torturing... and raping women for 16 months."
SNC spokeswoman Basma Qadmani, however, told AFP in Ankara there were some "positive elements" in the deal, although "important elements remain too ambiguous... and the plan is too vague to foresee real and immediate action."
"The first one is that the final declaration says that the participants agree to say that the Assad family cannot rule the country any more, and therefore the Assad family cannot lead the transition period."
"The second positive element is the agreement that the transition should comply with the legitimate aspirations of Syrian people.
"For us this means that Assad should go because Syrian people have already said that they want Assad to go."
Iran, a strong ally of Assad, said the Geneva meeting was "unsuccessful" because Damascus and Tehran were not invited.
The United States and European nations reportedly opposed the presence of Iran, although UN-Arab League envoy Kofi Annan and UN chief Ban Ki-moon had wanted Tehran to attend.
Opposition groups are to hold a two-day meeting in Cairo from Monday and are also expected to hold talks on Tuesday with Arab ministers in a bid to agree on a shared platform, Egyptian media and the Arab League said.
The Geneva deal came despite initial pessimism over the talks amid deep divisions between the West and China and Russia on how to end the violence that the Observatory says has killed more than 15,800 since March 2011.
Syria's neighbour Turkey, which attended the Geneva talks, scrambled fighter jets after Syrian helicopters flew close to its border, the army said on Sunday, hiking tensions following last month's downing of a Turkish plane.
Six F-16 warplanes took off from airbases in south Turkey on Saturday after Syrian helicopters flew closer to the border than is normal, the army said, specifying there had been three incidents but no violation of Turkish airspace.
In weekend violence, more than 140 people were killed across Syria, including 120 on Saturday, the Syrian Observatory for Human Rights said. On Sunday, at least 21 people were killed, including five in the central province of Hama, according to the Britain-based watchdog.
Annan said on Saturday it was up to the Syrians to decide who they wanted in a unity government. But he added: "I would doubt that Syrians... would select people with blood on their hands to lead them."
The United States and France both said it was clear there was no future role for Assad.
British Foreign Secretary William Hague admitted the deal was a "compromise agreement" as Russia played up the fact that it had convinced other world powers that it would be "unacceptable" to exclude any party from the transition.
Moscow is loath to cast aside its ally Assad, even as relations between them have cooled.
Russian Foreign Minister Sergei Lavrov said: "How exactly the work on a transition to a new stage is conducted will be decided by the Syrians themselves.
"There are no demands to exclude from this process any one group. This aspect had been present in many of our partners' proposals. We have convinced them that this is unacceptable."

This Saturday will be the 25th time since 1972 that we add one second to our clocks to synch them with the Earth's rotation.

What's behind?this leap second? The ever-so-slight slowing of Earth's rotation, or the 24-hour spin that brings the sun into our skies every morning.
Historically, humans based time on the average rotation of?the Earth?relative to other celestial bodies, with the second defined by this frame of reference. However, the invention of atomic clocks ??accurate to about one second in 200 million years ? brought about a definition of a second independent of Earth's rotation. Instead, they're based on a consistent signal emitted by electrons changing energy states within an atom.
Earth has been falling behind the atomic time at a rate of about 2 milliseconds per day, currently trailing the atomic time by six-tenths of a second. Every now and then a leap second must be added to atomic clocks (and thus all of our clocks) to keep in sync with Earth's oddball rotation.
This Saturday will mark the 25th time a leap second has been added since the practice started in 1972. The?most recent leap second?occurred in 2008 on New Year's Eve.
This added second will give 2012 an extra one day and one second, as 2012 was also a?leap year?? when a day is added at the end of February to address a discrepancy between our 365-day calendar and the time it takes?the Earth to circle the sun.
At 7:59:59 p.m. Eastern Daylight Time (EDT), or 23:59:59 Coordinated Universal Time (UTC), an extra second will be added to the atomic clock at the U.S. Naval Observatory's Master Clock Facility in Washington, D.C.
