Rockets fired across Lebanon, Israel border (Reuters)

BEIRUT (Reuters) ? An exchange of rocket fire hit the Lebanese-Israeli border Tuesday in the first such incident since 2009, coming at a time of heightened regional tensions over Syria and Iran's nuclear program.

UNIFIL, the U.N. peacekeeping force in Lebanon, said at least one rocket was fired at northern Israel, prompting the Israeli army to return fire. The Lebanese army said Israel launched four rockets in return.

Two buildings in Israel's western Galilee area were damaged, Israeli media said, but there were no reports of casualties. Residents said they heard two explosions and that houses shook.

The Lebanese army said it had deployed extra troops and patrols in the Rmeish area in Lebanon, just 2km (1 mile) from the border, where a rocket launcher was found. UNIFIL said it was inspecting both sides of the border.

A security analyst and former UNIFIL member Timur Goksel said the attack did not bear characteristics of Hezbollah, an Iranian-backed Shi'ite guerrilla army and political movement that fought a 34-day border war with Israel in 2006.

But he said the attack was unusual, first because it was in a Christian village not usually a site of rocket launchings, and second because the weapon used was a longer range Grad missile that had better aim compared to the older, shorter rockets which are fired randomly.

"This looks more serious. The type of rocket and apparent targeting of settlements suggests they were not noisemakers, they actually hit something and didn't mind causing casualties. This one could have caused huge mayhem," he said.

The Israeli-Lebanese border has been largely quiet in recent years, though some have worried about a possible spillover of tension from a popular revolt in Syria against President Bashar al-Assad, and from a stiffening of Western sanctions against Iran over its nuclear program.

Syria, seen as the faultline for the region's geopolitical balance and an ally of Hezbollah, has launched a crackdown to try to quell unrest. The U.N says some 3,500 people have died since March.

CALL FOR RESTRAINT

UNIFIL called for restraint. "This is a serious incident in violation of U.N. Security Council resolution 1701 and is clearly directed at undermining stability in the area," it said in a statement.

Israel said it was trying to establish who fired the rockets from Lebanon, but that it held the Lebanese government responsible and would deliver a complaint.

"The Lebanese government is responsible for everything that happens in Lebanon and everything that exits from its border," Home Front Defense Minister Matan Vilnai said.

The Lebanese army said a rocket launcher was found in the Rmeish area of south Lebanon.

In Lebanon, security sources said the rocket fire hit Israel from an area between the villages of Aita Shaab and Rmeish. They said Israel fired four artillery shells in response, but they landed in fields and caused no damage.

An Israeli military spokesman said the rockets were the first fired since 2009 across the border.

"Several rockets hit western Galilee. The Israeli army considers the incident severe and is targeting the origins of fire," said a statement from the military spokesman's office.

Israel's Ynet news website said residents saw plumes of smoke where the rockets struck.

Sony Ericsson: Xperia handsets to receive Ice Cream Sandwich upgrade by March

The Ice Cream Sandwich announcements keep dribbling in this morning, with the latest morsel coming from Sony Ericsson Italy. In a Facebook post published last week, the company's Italian outpost confirmed that its Xperia line will receive an upgrade to Android 4.0 sometime next year. Head of marketing Maurizio de Palma clarified this declaration in a follow-up post, adding that the update should "arrive by March." That's certainly more specific than anything the company has announced thus far, though we'll obviously have to wait and see whether this timeline holds up.

Parents say to sue after Florida band drum major dies (Reuters)

TALLAHASSEE, Fla (Reuters) ? The parents of the Florida A&M University drum major who died after suspected hazing said on Monday they will file a lawsuit against the school to stop what they say is a violent initiation rite.

"This is not going to go away like other incidents," said the family's attorney, Christopher Chestnut. "The culture of hazing within the FAMU band has got to be eradicated."

Robert Champion, 26, died November 19 after being rushed to a hospital following a performance by the internationally renowned FAMU Marching "100" band at the annual Florida Classic football game against Bethune-Cookman University in Orlando.

Champion, a music major from Atlanta who served as one of six drum majors for the 375-member Marching "100" band, vomited and complained that he could not breathe in a band bus in the parking lot of a hotel after the game.

The medical examiner's office said a cause of death will not be known for about 10 weeks, but local law enforcement officials suspect that Champion died following a hazing incident aboard the bus.

"What's tragic is that this could happen to another kid," said Champion's father, Robert Champion Sr. "You go to school to become a productive citizen and pursue something you love to do. You don't expect this."

Pam Champion said her son was a laid-back, gentle young man who was involved in his church, and did community outreach. He tried to help new members adjust to life among the world-famous Marching "100," known for its high-stepping, high-energy dance routines. "He loved the band," she said.

Their attorney said the family hopes the lawsuit, which has not yet been filed, will shed light on a practice that they contend has been tolerated not just within the marching band or at FAMU, but at bands, fraternities and colleges across the country.

PAST PROBLEMS

Champion's death is the most recent hazing-related incident involving the Marching "100" and the university.

A band member won a $1.8 million verdict in a civil battery suit against five band members for a 2001 hazing incident in which he was beaten so badly his kidneys shut down. The student settled the suit out of court with FAMU for an undisclosed sum.

In 2006, a pair of FAMU fraternity students went to jail for a hazing incident that left the victim so bruised from paddling he required surgery.

A 2005 Florida law, passed after the death of a University of Miami student, bolstered penalties for hazing rituals that lead to great bodily harm or death.

After Champion's death, FAMU President James Ammons suspended the band's activities and fired director Julian White, who has led the band since 1998. Ammons created a task force to look into hazing at the historically black college.

White wants his job back and has hired Tallahassee lawyer Chuck Hobbs, who said the tenured FAMU professor has been made a scapegoat despite White's repeated efforts over the past 13 years to address hazing. Those efforts included a decision in November to suspend approximately 30 band members for hazing activities earlier this fall, Hobbs said.

"This is a knee-jerk reaction by the administration." Hobbs told Reuters on Monday. "It could be at least three months before the medical examiner's report is released...It is extremely premature to make this decision."

The Orange County Sheriff's Office is investigating the death. Last week, Governor Rick Scott also ordered the Florida Department of Law Enforcement to conduct an investigation "to assure that the circumstances leading to Mr. Champion's death become fully known, and that if there are individuals directly or indirectly responsible for this death, they are appropriately brought to justice and held accountable."

Chilean judge charges ex-US military officer

(AP) ? A judge investigating abuses during Chile's dictatorship is seeking the extradition of a former U.S. military officer on murder charges in the 1973 killing of two Americans, including one whose disappearance was the focus of the film "Missing," court officials said Tuesday.

Former U.S. Navy Capt. Ray E. Davis was charged in the deaths of journalist Charles Horman and U.S. student Frank Teruggi, who were killed during the 1973-1990 regime of Gen. Augusto Pinochet. The court statement said retired Chilean army Brigadier Pedro Espinoza Bravo was also charged in the murders.

Judge Jorge Zepeda asked Chile's Supreme Court to authorize an extradition request so that Davis may be tried in Chile, the court said in its statement.

Davis was the commander of the U.S. military mission in Chile at the time of the coup that toppled socialist President Salvador Allende, working as a liaison between the U.S. and Chilean militaries.

His current whereabouts were not immediately clear. Espinoza is jailed in a special Chilean prison for offenders convicted of human rights abuses serving sentences in separate cases.

"I'm stunned. I'm so glad for this step forward," Horman's widow, Joyce Horman, told The Associated Press.

The U.S. Embassy in Chile released a statement saying that as a matter of policy the State Department does not comment on specific extradition matters.

"The U.S. government continues to support a thorough investigation into the Horman and Teruggi deaths in order to bring those responsible to justice," the statement said.

The search for Charles Horman, who disappeared two weeks after the coup, by his wife and his father, Ed Horman, was the topic of the 1982 movie "Missing," which starred Sissy Spacek and Jack Lemmon in the roles. The film won a best screenplay Oscar.

The film suggested American complicity in Horman's death and drew vigorous objections from U.S. State Department officials at the time.

The case remained almost ignored in Chile until 2000, when Joyce Horman went to Chile and filed a lawsuit against Pinochet. She said she was acting on behalf of all victims of Chile's dictatorship. A national commission has determined that 3,095 people were killed or disappeared.

"We always thought that Chile's military would look to an American official before they killed an American," said Joyce Horman, who lives in New York.

According to court papers, Horman, a freelance journalist and filmmaker, was arrested on Sept. 17, 1973, shortly after the coup and taken to Santiago's main soccer stadium, which had been turned into a detention camp for Pinochet's suspected opponents. He was 31 at the time.

A national truth commission said Horman was executed the next day while in the custody of state security agents. It also said Teruggi, then a 24-year-old university student, was similarly executed several days later, on Sept. 22.

In the indictment, Zepeda alleged that the killings of Horman and Teruggi occurred during a secret investigation by U.S. officials into the activity of Americans at home and in Chile, "activity that U.S. agents considered 'subversive.'"

Zepeda said the U.S. journalist was considered a subversive for his work as a screenwriter for the Chilean state film company during Allende's government. The judge alleged that Davis could have stopped Horman's execution but didn't because he considered his work "subversive" and "extremist."

Zepeda said Horman may have also been killed because he inadvertently found out about U.S. "collaboration during the military events unfolding" in Chile's military coup.

A previously classified State Department memorandum from 1976, released in 1999, stated that "U.S. Intelligence may have played an unfortunate part in Horman's death. At best, it was limited to providing or confirming information that helped motivate his murder by the GOC (Government of Chile). At worst, U.S. Intelligence was aware the GOC saw Horman in a rather serious light and U.S. officials did nothing to discourage the logical outcome of GOC paranoia."

Peter Kornbluh, author of "The Pinochet File," who led efforts to declassify more than 25,000 U.S. documents on Chile, said the judge has made ample use of these documents "demonstrating their value to moving the wheels of justice forward in these two infamous murders.

"After 38 years of waiting at least the wheels of justice are turning in Chile; the legacy of U.S. involvement is obviously a factor in this case," said Kornbluh, who heads the Chile documentation project at the Washington-based National Security Archive.

Zepeda's indictment said a U.S. government agency advised the FBI that their sources had told them Teruggi was closely linked to an organization called the Chicago Area Group on the Liberation of the Americas and that Teruggi purportedly was producing leftist propaganda to be distributed in the U.S.

Both Teruggi and Horman were monitored by U.S. agents in Chile, Zepeda said, adding that the information gathered was passed on to Chilean intelligence officials who ordered the men's detentions.

The whereabouts of Davis, who would now be in his mid-80s, were unclear. But in a Feb. 13, 2000, article, The New York Times quoted him as saying that he had nothing to do with the deaths. He said Teruggi and Horman were "down there handing out pamphlets against the government."

Janis Teruggi Page, the sister of Frank Teruggi, said she is looking forward to studying the evidence behind the indictments.

"The fact that Judge Zepeda has spent considerable time investigating and evaluating these cases gives me hope that finally the truth will be revealed about their murders, and justice will be achieved," said Page, who lives in Evanston, Illinois.

Former Polish first lady Danuta Walesa felt isolated, left to raise children alone

Walesa says in her new memoir that husband Lech Walesa is "difficult to get to know" and that during his political ascendancy, she was "a mother, a teacher, a cook, a cleaning lady, a nurse."

Danuta Walesa, the wife of former president and Polish Solidarity leader Lech Walesa, says she felt isolated and faced overwhelming domestic work as her husband rose to power, according to her memoir which was released in Poland last week.

Lech Walesa, who won the Nobel Peace Prize in 1983, was lauded by the international community when his political movement was at the forefront of the charge to defeat Communism in Poland. He became the country's first democratically elected president.

Danuta Walesa, who had eight children with her husband, says in her new biography ?Dreams and Secrets? that she was responsible for all the housework and childcare, even when she was pregnant.

?I was a mother, a teacher, a cook, a cleaning lady, a nurse,? writes Walesa, who was the country?s first lady from 1990 to 1995. ?I had no time to do anything else.?

She says the family?s apartment constantly had visitors going in and out, which was overwhelming.

?We had crowds of labor union members, advisers, politicians, journalists and lunatics pouring into our apartment from dawn until late at night,? writes Walesa. ?Complete chaos instead of a normal home.?

When asked in a TV interview why she is revealing her experiences now, Walesa said that ?there comes a time when you have to disclose things, and that is why I have done so.? She said she has ?not revealed all her secrets.? She said her husband was aware that she was writing her book, but he ?never quite believed that I would actually do it.??

Lech Walesa told Poland?s Newsweek magazine that he hadn?t read the book, but that he was going to give his wife flowers.

?My wife has told no lies, but you have to put everything into context ... separate private from public,? Walesa, who has stated previously that he neglected his family, said. ?In politics ? when I had to make speedy decisions on my own, I had no time for consultations, even with my wife.?

But the former president told the Polish Press Agency that he will probably read the book in the future.

?There are a couple of things that I would like to understand that I hadn't paid attention to before,? he said.?

In her book, Danuta Walesa said her husband is ?a loner? who is ?introverted and difficult to get to know.? She said she found the pressure put on her and her daily duties overwhelming.

?My initial powerlessness turned into a rebellion,? she writes. ?This opposition grew in me until I exploded. Psychologically, I simply could not take this burden anymore.?

The former first lady states in the book that she and her husband now live mostly separately.

But at the end of the book, Walesa says she is grateful for what her life has brought her.

?[It is a life that I] could not have imagined in my wildest dreams,? she writes.

A suicide bomber slammed a car packed with explosives into the gate of a prison north of Baghdad on Monday, killing at least 19 people, Iraqi officials said.

The bombing in the town of Taji, about 12 miles (20 kilometers) north of the capital, is the third major attack in about a week in Iraq, and raises questions about the ability of the nation's security forces to protect the country after U.S. troops leave in just over a month.

A senior Iraqi security official warned that even more attacks may be in the offing ahead of the American withdrawal.

The attacker struck the main gate of al-Hout prison at 8:00 a.m. local time, when many employees and guards were on their way to work, said a police officer. Ten policemen were among the dead and the rest were civilians, he added. At least 22 people were wounded.

Police officials said the death toll was raised after cleanup crews found more bodies while removing debris at the site.

Two health officials in nearby hospitals confirmed the causality figures.

The officials spoke on condition of anonymity because they were not authorized to brief the media.

Guards and policemen fired into the air to disperse the crowds after the explosion, fearing a second blast, said policeman Hisham Ahmed.

"Our patrol rushed to the explosion site. There was smoke and fire all around the place. I saw bodies of four policemen on the ground and scattered flesh," he said. "Women were among the wounded."

Security forces set up a cordon around the prison to prevent any escape attempt by the inmates, Ahmed said.

No group immediately claimed responsibility for the prison attack, but suicide bombings generally are a hallmark of al-Qaida in Iraq.

The military spokesman for Baghdad, Qassim al-Moussawi, said that the aim of the latest attacks across the country was to "negatively affect the moral" of the Iraqi security forces. He said he was expecting more attacks by insurgents ahead of the U.S. withdrawal.

"We have information that terrorist groups are planning to intensify their activities, and they are mobilizing all their capabilities to increase attacks for the rest of the year," he said.

Violence has ebbed across Iraq since the height of the fighting, but deadly bombings and shootings still occur almost daily as U.S. troops prepare to leave.

Last Saturday a string of explosions hit a market in Baghdad and an area on the city's western outskirts, killing at least 15 people. Three days earlier, a triple bombing in the southern city of Basra killed 19 people.

Iraqi security officials maintain that they are fully prepared for the American withdrawal, which is required under a 2008 security pact between the U.S. and Iraq. About 15,000 U.S. troops are still in the country, down from a one-time high of about 170,000. All of those troops will be out of the country by the end of December.

But many Iraqis are concerned that insurgents may use the transition period to launch more attacks in a bid to regain their former prominence and destabilize the country.

Congo police: 4 dead after pre-vote clashes (AP)

KINSHASA, Congo ? A police official in Congo says four bodies were recovered after clashes in the capital ahead of a critical national poll.

Police inspector general Charles Bisengimana says four bodies were taken to a Kinshasa morgue on Sunday. He says opposition supporters attacked supporters of the president during Saturday's clashes.

He says the situation is calm throughout the country Sunday.

Saturday's violence prompted officials to ban rallies before Monday's poll.

Human rights groups had expressed fears about an atmosphere of spiraling violence and hate speech ahead of the vote. The outcome of the vote is almost certain to keep President Joseph Kabila in power.
